تشخيص واقع تطبيق متطلب التشغيل حسب المواصفة الدولية لنظام إدارة استمرارية الاعمال (22301:2019 ISO) : دراسة حالة جامعة المنصورة

هدفت هذه الدراسة إلى تحليل وتقييم مدى تطبيق المتطلب الثامن الخاص بـ"التشغيل" في نظام إدارة استمرارية الأعمال، وفقًا للمواصفة القياسية الدولية ISO 22301:2019في جامعة المنصورة. يركز هذا المتطلب على تخطيط وتنفيذ ومراقبة العمليات والإجراءات المحددة لمعالجة المخاطر والفرص. اعتمدت الدراسة على قائمة الفحص المستندة إلى المواصفة القياسية ISO 22301:2019 لجمع المعلومات وقياس مدى التطبيق والتوثيق ، واستخدم الباحث برنامج (SPSS) لتحليل البيانات لقياس الوسط الحسابي المرجح ،حيث استخدم الباحث المقياس السباعي لليكرت لقياس التطابق ما بين الواقع ومتطلب التشغيل وفقا للمواصفة القياسية الدولية.
وتوصلت الدراسة لنتائج أهمها:
• أن مستوى التطبيق والتوثيق لهذا المتطلب بلغ (78%)، مما يشير إلى وجود فجوة نسبتها (22%) وهذا يدل على مستوى جيد جدا من تطبيق وتوثيق متطلب التشغيل في أيزو إدارة استمرارية الأعمال وإن كان يحتاج إلى بعض التحسينات لتعزيزالامتثال الكامل.
وأوصت الدراسة بعدد من التوصيات منها:
• تحسين مستوى التوثيق لنظام التشغيل من خلال إعداد دليل توثيق شامل يتضمن الاجراءات والسياسات والعمليات وتدريب الفريق على أهمية التوثيق وآلياته.
• تطوير أدوات لمراقبة تطبيق متطلبات التشغيل وإعداد تقارير دورية لقياس الأداء وتحليل الفجوات
This study aimed to analyze and evaluate the extent of the implementation of the eighth requirement, "Operation," in the Business Continuity Management System (BCMS) in accordance with the international standard ISO 22301:2019 at Mansoura University. This requirement focuses on planning, implementing, and monitoring the processes and procedures designed to address risks and opportunities that may affect business continuity. The study relied on a checklist methodology based on the requirements of the ISO 22301:2019 standard to collect primary data, assessing the extent of implementation and documentation of the requirements. The researcher used the Statistical Package for the Social Sciences (SPSS) to analyze the data, applying the weighted mean as the primary statistical measure. Additionally, a 7-point Likert Scale was used to measure the degree of alignment between actual practices and the operational requirements of the international standard.
The study yielded several key findings, including:

The level of implementation and documentation of the operational requirement reached 78%, indicating a gap of 22%. This result reflects a very good level of implementation and documentation of the operational requirement in the Business Continuity Management System according to the ISO 22301:2019 standard, though some improvements are needed to achieve full compliance.

The study recommended several actions, including:
Improving the level of documentation for the operational system by developing a comprehensive documentation manual that includes relevant procedures, policies, and processes.

Training the concerned team on the importance of documentation and its mechanisms to ensure effective compliance with the requirements.

Developing effective monitoring tools to track the implementation of operational requirements and preparing periodic reports to measure performance and conduct gap analysis for continuous improvement.
